What Does ADU Stand For?

ADU stands for Accessory Dwelling Unit. It is a self-contained home with a kitchen and bathroom, ranging from studio size (no separate bedroom) to as many bedrooms and other features as the ADU’s size can accommodate, within the homeowner’s property footprint.

An ADU also goes by different names, such as a granny flat, in-law suite, guest house, backyard cottage, tiny home, tiny office, and includes such projects as a garage or carport conversion ADU.

Furthermore, when constructing an Accessory Dwelling Unit (ADU) on your property, Placer County has eliminated all impact fees for ADUs under 500 sq ft. 

Additionally, all impact fees, apart from school fees, are waived for ADUs under 750 sq ft. For ADUs larger than 750 sq ft, impact fees are proportional to the size of the primary dwelling.

ADU REQUIREMENTS AND PERMITS IN PLACER COUNTY

Do You Need a Permit for an ADU in Roseville?

Yes, you do need permits to build an ADU in Roseville. Like any construction project, an ADU must meet local zoning, building codes, and safety requirements. Securing the proper permits is a vital part of the process.

Although California laws have streamlined its approvals, navigating through the permit process can be daunting for the average homeowner. 

Besides a building permit, and depending on the scale of the project, you may also need to apply for separate permits such as electrical, plumbing, mechanical, grading or drainage, depending on your situation.

ADU Size, Setback, and Zoning Regulations

According to the California Department of Housing and Community Development, an attached Accessory Home may be up to fifty percent of the existing living area of the primary residence.  

A detached Accessory Home is limited to a maximum total floor area of 1,200 square feet”.

A JADU can have a maximum floor space of 500 sq ft.

Additionally, although there is no minimum lot size requirement to construct an ADU on your property, adequate water, and sewer or septic sufficiency must be proven to exist on your property to accommodate the proposed ADU.

All detached ADUs must be set back at least four feet from the sides and rear portions of the property line.

 

How Long Does the ADU Permitting Process Take?

After RALH creates and completes your customized plans to your specifications and satisfaction, we submit a building permit application on your behalf.

The application and accompanying plans are subsequently reviewed by the relevant departments within Placer County:

  • Planning (exterior design and height, zoning, setbacks, parking),
  • Environmental Engineering (sewer system),
  • Environmental Heath (well/septic system),
  • Engineering (grading, driveway),
  • Fire (life and safety, accessibility),
  • Building (fire detectors, ceiling height, energy calculations, ventilation, egress, snow load).

According to the County of Placer Community Development Resource Agency, completion of the departmental reviews to acquire an ADU Building Permit “should not take more than eight weeks” to complete. RALH will be there to speed up approvals and ensure compliance!

Constructing an Accessory Dwelling Unit (ADU) in California requires a city approval process encompassing several stages, which typically span 2-4 months. 

This process involves obtaining zoning and planning approval, submitting a building permit application, undergoing plan review, receiving permit issuance, and undergoing multiple inspections during construction to ensure adherence to local building codes and regulations.

HOW MUCH DOES AN ADU COST IN ROSEVILLE?

  • Garage Conversions typically cost between $80,000 and $150,000.

  • The 2-Bedroom ADU offers 600 – 750 sq ft of living space, including a full bath, kitchen, laundry, and a covered front porch, starting at $300.00 per sq ft.
  • Our 3-Bedroom ADU offers 750-1,000 sq ft of living space, with 2 full baths, kitchen, and laundry, starting at $270.00 per sq ft.

Financing Options for ADU Construction

Cash

Paying for your ADU with cash eliminates the need for loans, interest rates, and monthly payments, making it the most cost-effective financing option.

If you have the savings available, this approach allows for faster project completion since there’s no waiting on loan approvals or staged fund releases.

Additionally, cash buyers avoid closing costs and lender fees, maximizing the return on investment.

ADU HELOC (Home Equity Line of Credit)

Homeowners can work with their financial institutions to borrow money against the equity held in your primary residence. Many lenders now offer ADU HELOCs for building an ADU in addition to regular HELOCs for home renovations. 

ADU HELOCs are flexible and typically have variable interest rates, enabling you to borrow up to 125% of your home’s current value and, in the case of some lenders, 90% of its post-renovation value, based on valuation assessments.

ADU Construction Loan

This type of loan is a financial product offered by institutions to help homeowners to cover the costs of building an ADU, and includes expenses associated with its design, permits, construction, and final changes. 

The bank releases funds in stages (also referred to as draws) as construction advances.

Cash-Out Refinance

A cash-out refinance involves replacing your existing primary residence’s mortgage with a new one. The bank pays out the current mortgage and replaces it with a new mortgage that has a higher loan amount. 

The difference between the old and new mortgage amounts is the funding you can use to build your ADU. However, be aware that a cash-out refinance could extend the term of your mortgage, and there may be closing costs associated with refinancing.
